Candidate Profile

Education, experience, and other criteria that the employee should possess:
• Bachelor’s Degree in any engineering discipline.
• Minimum 10 years of experience in similar positions in the energy sector, and preferably with relevant exposure to renewable energies such as solar PV or wind.
• Project Management Professional (PMP) or equivalent certification is preferred.
• Experience in the MENA region working in an EPC Company will be considered a plus.
• Knowledge of international standards, good industry practice and environmental legislation in relation to construction.
• Ability to work in a fast-paced environment under tight deadlines and demanding clients.
• Capacity to integrate a team and collaborate with all members with a constructive approach.
• Proficiency in Primavera and Microsoft Project.
• IT proficiency in Microsoft Office Word and Excel.
• Fluency in English with strong written and oral communication skills.

Activities

For the project(s) he/she will be assigned to, working closely with the project development and construction teams and under the coordination of the PEM, the Project Control Manager:

During project development phase:
• Prepare and manage the project development planning, following actual vs planned progress, communicating to the team the critical activities, optimizing the work flows of the different sections (technical, legal, permitting/ESIA, finance,…).
• Reviews EPC Contracts under preparation to ensure necessary requirements in terms of reporting, progress monitoring, preparation of planning.
• Reviews and challenges the plannings submitted by the EPC bidders during the tendering processes and leads necessary clarifications to confirm or, otherwise, to optimize such plannings.
• Supports the project development team in the preparation of the internal weekly and monthly reports and any other material (ad-hoc reports, presentations) to be submitted to the different stakeholders.
During project execution phase:
• Ensures the implementation of all requirements in compliance with Owner’s procedures and guidelines.
• Is fully aware of the PPA, EPC Contract, Owner’s Engineer Service Agreement, O&M Agreement and various Project Agreements.
• Ensures the EPC Contractor’s compliance with all the Progress and Planning and Cost Control procedures of the EPC Contract. Ensures Owner’s Engineer design review progress is also consistent with the planning.
• Analyses, reviews and approves the Project Baseline schedule, the Project Control Plan and different reporting tools (including KPI files).
• Tracks the critical path of the project, ensuring that EPC Contractor is properly reporting it.
• Anticipates and allocates plans to mitigate the delays ahead of time.
• Assists with all project, progress and/or discipline technical meetings with the EPC Contractor, the Owner’s Engineer and the off-taker.
• Monitors and checks the EPC Contractors’ and the Owner’s Engineer work across each discipline to ensure the timely delivery of the works.
• Works with the EPC Contractor and the Owner’s Engineer to define and implement the necessary project KPIs and reporting tools.
• Leads the review of the progress reports (daily, weekly and monthly) prepared by the EPC Contractor and the Owner’s Engineer.
• Leads the implementation of the reporting tools to HQ.
• Leads the preparation of the internal weekly and monthly reports and any other material (ad-hoc reports, presentations) to be submitted to the different stakeholders and the Board of Directors,
• Provides necessary inputs for the approval of the EPC Contractor and Owner’s Engineer invoices.
• In cooperation with the discipline managers:
o follows up the actual progress versus planned values,
o ensures that the critical activities are executed according to schedule,
o looks for opportunities to create margin within the critical path,
o analyses the works and imposes optimizations towards the Contractor where possible, and
o evaluates and approves any recovery plan of the delayed activities to secure the overall schedule.
• Formalizes the lessons learned and best practices during the execution of the project and supports the PEM in the restitution of such lessons learned at the end of the project

Context & Environment

• Accountable for effectively monitoring the progress of the project during the execution.
• Ensures coordination with all areas to monitor the progress of all activities.
• Based in Dubai, regular trips to the construction site and site-assignments of different durations will be necessary (once per month and up to two or three per month when needed).
