Candidate Profile

As HSEQ Manager, ideally you will possess the following :

·          Appropriate  HSEQ or related   Tertiary Qualification (Degree or Diploma) or equivalent

·          A minimum of 5 year experience in the HSEQ field  or Petroleum Industry ( preferably at  a supervisory  or managerial  level)

·          SAMTRAC and / or ISO Certifications (ISO 9001 / 14001 & 18001)

·          Certificates for Fire Fighting / First Aid / Incident Investigation / Risk Assessments  will be added advantages

·          Good knowledge of relevant HSEQ legislations  both  local and  international

·          Ability to communicate in both written and spoken English.

·          Good working knowledge of MS Office.

·          Strong report writing and analytical skills.

·          A valid Code 8 driver license is  a must. 

Activities

As HSEQ Manager, you will be responsible for teh following activities:

HSEQ  Implementation, Audits and reporting:

·          To ensure that business management systems are in place to satisfy the requirements of the Group

·          To implement various HSEQ initiatives within Total Namibia ensuring the involvement of all stakeholders (Staff) in order to achieve the highest quality systems and programs.  

·          Manage the compliance to the Company’s HSEQ standards, any local by-laws and government legislation so as to minimize all risk pertaining to the company’s assets and stock.

·          To act as a change agent for changing the HSEQ culture in the organization (Total Namibia), developing a climate of HSEQ compliance, transparency and commitment towards the HSEQ Management System.

·          To  manage all  HSEQ Inspections   and  Audits  (in consultation  with line managers ) of all  streams  of operations  and  recommend appropriate actions  in order  to ensure full  HSEQ Compliance..

·          To manage and conduct HSEQ Audits/inspections, risk assessments at  all  Total Namibia  Sites and to ensure effective implementation of corrective action and closure

·          Conduct adhoc site visits to monitor implementation and compliance to company rules and procedures   on HSEQ.

·          To supervise all investigations for Level 1&2 events (Hipo’s) and near misses and ensure that appropriate actions to mitigate the indentified   risks are implemented.

·          Enforce the pro-active HSEQ programs such as reporting of near misses   by all Total Namibia employees, contractors and agents.

·          Compile  all  HSEQ  Statistics Reports  and submit to the  MD  or TSA  on request (i.e  Return on Experience (REX),  Transporters  KPIs , Near Misses, accidents   etc )

·           Compile report analysis of trends and pattern of accidents and incidents

·          Ensure all Legal Operation  licences and permit are valid and up to date for  Total Namibia  (i.e   wholesale licences , discharging permits , fitness certificates , EIA  etc )

·          Ensure all major construction projects are managed according to Legal requirements, Company Rules/policies especially on contract management; Safety file & work permit procedures.

·          Assist with management of invariants and approval of downgraded procedures when required by line managers.

·          Ensure monthly HSEQ  meeting ( to  be attended  by MD and  all  other  Line Mangers )  with a set agreed agenda .

·          In  conjunction  with  Line Managers  and site  heads  -  Ensure  that all Total Namibia sites  have  Emergencies  Preparedness  procedures and monthly/quarterly  drills  take  place . 

·          Achievements  of  TNA Vision, Mission and  Annual  objectives. 

Advising and training:

·          To ensure efficient customer service by assisting to resolve HSEQ challenges and implementation capacities.

·          To source and communicate to line managers   implementations of   HSEQ best practices.

·          To conduct training on the HSEQ requirements and Standard Operating Models or blueprints/files   whenever   the needs arise.

·          To advise and guide line managers and sites heads of responsibility on the development, execution and effectiveness of the HSEQ Management systems ensuring that all information is current and valid and that the program put in place is a pro-active live system.

·          To ensure that relevant Corporate Policies and each sites policy, rules, procedures and objectives are clearly displayed and   known/ understood by all staff.

·          To  monitor and   facilitate  capacity building  on  utilisation of Intelex and  Ramses  for recording   and managing  of  all  non-conformances events  and escalate corrective action as per set frequencies to the responsible  person.

Communication/ Liaison

·          Monthly report on major HSEQ audit findings and deviations for submission to the MD, Line Management and TSA when requested to do so.

·          Ensure Total Namibia   HSEQ objectives are communicated and action plans are developed per site by each line manager.

·          Provide audit reports for audits / inspections that were conducted

·          Provide action plans for audits / inspections that were conducted

·          Communicate high risk conditions to relevant line manager or site head immediately.

·          To ensure efficient customer service by resolving all HSEQ queries / problems expediently thereby contributing to improved HSEQ compliance of Total Namibia.

·          To attend Management Reviews meetings, HSE Audits and other internal togetherings when required.

·          To contribute towards the communication of important HSEQ information and assist in developing themes; central ideas and activities for HSEQ campaigns, including communication programme news flashes on key learning.

·          Risks: Safety, Environment, Health and Hygiene, Security policies  and  procedures of Total Group

·          Culture:  poor   culture of Health and Safety requirements, specifically among  staff  and  contractors

·          Legal: Culture of self-regulation on legislation and compliance there too
