As one of TotalEnergies' six refining and petrochemicals platforms worldwide, the Port Arthur Platform has a daily processing capacity of over 200,000 barrels per day and is our largest facility in the United States. The refinery can process heavy crude oil as well as lighter domestic crudes. It also has a dedicated unit to produce low-sulfur fuels, which reduce greenhouse gas emissions. We own a steam cracker in a joint venture with BASF that can transform a wide range of feedstocks such as ethane, propane, butane and naphtha into ethylene, propylene, butadiene, and other chemical raw materials.

Experience:
  • Degree in Engineering, Chemical Engineering preferred, with relevant process safety experience desired
  • 10+ years relevant related experience; experience in petrochemical / refining operations is highly desirable.
  • Experience in site-level process safety activities is required.
  • Facilitation experience in risk assessment studies (QRAs, HAZOP, LOPA, Fault Tree, FMEA, SWIFT, RCAs etc.) is preferred.
  • Experience in Management of Functional Safety lifecycle (IEC/ISA61511) is preferred
  • The position requires strong computer skills with a strong knowledge of basic database functionality and risk assessment software applications. 
  • This position requires a thorough knowledge of risk management concepts.

Activiteiten

  • Work in association with the Process Safety Group Leader, the Shared Service Risk Assessment Engineers in the implementation of the Process Safety Management and Risk Management Programs and associated activities. Assist in monitoring refinery performance to ensure that process safety goals are being achieved.
  • Shared responsibility for tracking, developing and implementing programs in the refinery to ensure compliance with regulations, industry standards, company policies and guidelines.
  • Responsibility for assisting the refinery to comply with OSHA 1910.119 (Process Safety Management of Highly-hazardous Materials), and 29 CFR Part 68 (Risk Management Program).
  • Steward and improve the MOC processes at the refinery.
  • Shared responsibility for the monitoring of process safety performance metrics and reporting refinery process safety performance on a regular basis. Participate or lead process safety incident investigations.
  • Participate on capital project HSSE reviews and significant change management proposals.
  • Participation in the review of engineering plans & specifications for new process equipment, fire protection systems, and modifications to existing equipment, and provide recommendations to ensure safe design.
  • Lead and participate on risk assessment studies, PHA, LOPA and QRA evaluations. Lead or participate on Safety Audit teams and other teams as assigned.
  • Participate on applicable MAESTRO elements. Participate in the Crisis Management Organization as assigned

Context & Environment

  • Contacts include refinery manager, department managers, superintendents, process supervisors, supervisors, engineers, process coordinators, hourly and corporate support staff.
  • Position requires good inter-departmental work relationships to ensure company and regulatory requirements are met for current and future operations.
  • Outside refinery contacts include regulatory agencies, government officials, and local community officials and other RPA staff. Interaction with and oversight of vendors is required to ensure work is done accurately within budget and schedule.
